Verity Harding, former head of global public policy at Google DeepMind, warns that the framing of an artificial intelligence arms race could lead to disastrous consequences. In an interview, Harding discussed the shift from international cooperation in AI research to a competitive, nationalist approach, particularly between the US and China. Her insights come as the AI landscape evolves rapidly, influenced by recent global events.
Shifting Narratives in AI Development
Between 2016 and 2020, Harding briefed global leaders on AI advancements, emphasizing the need for collaborative approaches. However, the narrative has changed dramatically, with the emergence of rivalries among AI labs like Anthropic and OpenAI, as well as between the US and China. Harding argues that the portrayal of AI as a weapon could hinder necessary international collaboration.
“Casting AI as a lethal weapon risks closing the door to the kind of international cooperation required to ensure that the technology is safe,” Harding stated. This shift in narrative has significant implications for smaller nations that rely on AI technology, compelling them to align with superpowers, potentially against their own interests.
The Impact of Nationalism on AI Policy
Harding observed that the Trump administration's nationalist rhetoric and export controls on AI models exemplify the arms race mentality. The fear that regulation could empower China has led to an increasingly isolationist approach in AI policy. “If you regulate us, you let China win,” she noted, highlighting the detrimental effects of such thinking.
