On July 7, 2026, Russian President Vladimir Putin claimed during a televised meeting that Ukraine's military is attempting to mislead its Western allies about battlefield successes. This assertion comes amidst ongoing losses for Russia in the conflict with Ukraine, where Ukrainian forces continue to challenge Russian control in contested regions.
Putin's Claims of Success in Ukraine
During the meeting, Valery Gerasimov, chief of the General Staff of the Armed Forces, reported to Putin that Ukraine's government is attempting to convince its Western sponsors of significant military achievements. Putin responded by emphasizing the need for detailed analyses of each Western nation's involvement in the war, which he described as pivotal for future strategic decisions.
Despite Putin's claims of having “completely liberated” the city of Kostiantynivka, parts of it remain under Ukrainian control. Ukrainian President Volodymyr Zelenskyy has publicly challenged Putin to meet in the city to negotiate an end to the conflict. According to the Institute for the Study of War, actual territorial gains for Russia have been minimal, amounting to only 97 square kilometers (37.4 square miles) from January to July 2026.
Russia's Narrative Shift and Mobilization Plans
As the war drags on, Putin's narrative has shifted to framing the conflict as a 'war with NATO,' a characterization echoed by Kremlin spokesman Dmitry Peskov. This change in language aims to justify prolonged military operations and potential mobilization efforts. Peskov stated, “There’s a war going on, a real war,” attributing the ongoing conflict to NATO's support for Ukraine.
