Jonathan Hornby, a British national, has made history as the first individual from the UK to be convicted of violating sanctions against Russia. The sanctions were imposed following Russia's full-scale invasion of Ukraine on February 24, 2022. On July 1, 2024, Hornby pleaded guilty at Westminster Magistrates Court for attempting to export four artworks to Russia, as reported by His Majesty’s Revenue and Customs (HMRC).
Details of the Conviction
Hornby, who serves as the managing director of a logistics company, was found guilty after government officials intercepted the shipment at Heathrow Airport. The artworks were linked to his businesses, Global Customs Systems UK Limited and In Time Worldwide Express Limited. Hornby was fined £30,085 (approximately $40,242) for his actions.
Deputy director of HMRC’s fraud investigation service, Edwige Hill, stated, “This conviction shows the consequences of breaching Russia sanctions that we can and do investigate. Non-compliance with Russia sanctions is a serious offence and together with our international partners, the UK government has implemented the most severe package of sanctions ever imposed on a major economy.”
